What Charlevel you are using for shopping? Best chances for Greater Talon's would be on lvl94 char -> ilvl99 highest chance to become elite versions.
You can also run an affix calculator to check which ilvl is needed for exceptional 3/20 gloves.

 

AFAIK 3/20 can spawn on any kind of gloves, not only exceptional or elite. Clvl 77+ should do for them. About claws - even with 94+ clvl is the chance ridiculously low, so i dont give that a chance
