How keyboard binds settings are stored in vanilla game?

Good day! Sorry for my bad English and for possible off-topic question which is in the thread title. I want to discuss original game, not EuropeBattle Launcher, just the first step in installation guide https://europebattle.net/d2/join (if it is important).
For example, I go to options -> configure controls and change default skill binds from f1-f8 to something else. How these settings are saved? Maybe in special file in game folder (but I can't find anything like that)?
My motivation is not to change these settings again manually after fresh install. In STING maphack there is d2hackmap.cfg file in game folder which I can edit once, copy it, move to another computer and all my settings will be applied. I want to do the same thing with vanilla in-game settings, especially keyboard button configuration.
