    I stated a fresh installation and do everything as the installation guide and not doing anything such as tool implementation.

    Maybe I found the issue, In the Data folder under diablo installation directory, I have a folder named local which have my language other then English. I have ticked Advanced and checked -direct from the launcher. And the issue happened. But if I not selecting -direct, it works well.

    However I think this option with -direct might work before

    You are not supposed to use the -direct parameter, if you hover over that option it tells you it's for development purposes so you don't have to enable it.
    Also, please provide additional information when posting an error and not just the error itself as it would help to track down the issue faster. I have marked the thread as solved.
