As its hard to price check every single torch by its own. I will explain you the price variatons.
from 10attributes/xrez-15 are from gul to vex if the rezistances are max(20) then + 1 more vex on the price
from 16-18/x are from ohm to Lo if good resistances add + Ohm
if 18-20 = Sur-Ber -2 ber
If perfect = 2-5 Bers
As soso torches and paladin torches are more needed add 2x the price of the torch.

About Sur to Ber

In my opinion no value. That helm's purpose is to be used for Bowazon. Good bowazons use Faith on GMB Base , which requires 95 ias as last bp and with that helm you cant reach that bp.
Most people are looking for 3 sock Tiaras( so they can sock it with 3x 15ias+mods jewels) or + mods or 2sock/2amazon/30frw (socketed with 2x 15ias/ed jewles, but in that case they gonna be using Diamond bow to reach the ias bp.)
