Any advices in rolling GC?

Hello, so i want to get a good GC with hp.
I have few ilvls 94 a 99.
My question is, is it better to roll ilvl99 than a ilvl94? or is the same?
Also, ive heard that rolling with a high lvl charecter is better that rolling with a lowers lvl character, is that true? or is it just a myth?

it doesn't matter if you roll 94 or 99, neither character lvl

 

char lvl dose to matter not on lvl 1 roller trust me u go throw 2-3 k pgems not a skiller
