Re-Spec possible?

Hi folks, new one here.
I didn't find any statement about the possibility to re-spec in the forums / feature list.
But I found this in the beginners speed runners guide (http://forum.europebattle.net/threads/beginners-speedrunning-guide.542048/):
Lvl 30-75. It is time to respec

So, is it possible like in PlugY or not?

Drop rate of Essences seems... low? I remember playing on official closed BN few years back, and I was flooding in all kinds of essences. Basically every second kill of a boss granted me one.
I just wiped floors with Meph and Diablo like 15 times in a row now and didn't get a single one.
Got one from Andy and one from Meph last week - and that's it.
Should I keep rolling or is there something wrong?

 

keep farming, u will get one eventually, i get em every ~10 kills
or just buy cubed token from ppl, usually costs Ohm

 

No way you were getting an essence every second kill each time, maybe you got lucky several times in a row but that's it or there was something wrong with bnet at that time but I doubt as I never experienced that. keep farming, sometime I get one fast and sometime it takes to kill boss a few times before I get an essence, there isn't a fixed number of kills for that

 

I know, I was just trying to show a percentage, apparently of my luck (or lack of it)
