    Did you update your anti virus lately? Could be that the file is being put in quarantine or deleted by anti virus.
    Try disabling anti virus and try again, to make sure this is not the case.

    windows 10 did it with out me saying yes and say that was a therft to my computer and i went to see and then say it was fixed and then it was blocks even in windows exp mode will not help me

    solved. well anti-virus is the problem. i got win 7.
    i download the TDAgg3.dll again. because in first place anti-virus deleted it, and after i put the whole folder in exemptions in anti-virus program. now works fine.

    Problem Fixed. Mcafee was the problem, added game folder to exceptions list.
