Where is this server located? I'm playing in southern California and have a steady 250-500 ping. Is this similar to other people's experience or is there a problem on my end?

I know there are servers in france. Not sure about the us. On the other hand there should be no reason for 500ping even if you use a cross ocean connection.

Ping values tracked by the /fps command will always spike between different ranges no matter what, depending on your in-game actions, and this has always confused people. For instance, let's say you create a local server hosted on your own computer and launch the game from same device or you simply start a single player game and use the /fps command, you will notice that even in this scenario, your ping is not going to be a stable 0, but it will spike even up to 50-70 which proves my point. Here is a screenshot I took few moments ago in single player mode and you can clearly see how my ping spiked to 31 http://i.imgur.com/XRXy8px.jpg, although I got a 6700K + 1080 GTX and it's a local host game so this is not an accurate raw ping value provided by the game.

More accurate ways of tracking ping is through opening a CMD window and traceroute or ping our server dns name or ip adress directly as sometime even the regular pvpgn platform /ping command can be innacurate due to ammount of open loaders for example or you could use other tools such as WinMTR. A ping value of anywhere between 50-200 should be between normal parameters for US West Coast, depending on your provider connection and peering/routing nodes. If it's 500 then it's probably a temporary issue of your local provider as there is no maintenance announced by our hosting provider and everything else looks fine on their end. Do note that I've came across a thread inside league of legends forums and seems many players located in the west coast seem to have latency issues with other games too but I'm not sure if this is related to either provider routing issues, maintenance coming from several big us upstreams or it's just a coincidence, however we are talking about a big company that hosts hundred of servers around the world, like blizzard does too so it's best if you try a direct ping through CMD and see what you get (tip: you can use "-t" parameter to keep a constant ping signal and trace for latency spikes). Also keep in mind that there are multiple routing hops and nodes between home users and hosting companies so issues could be coming from any of those hops and not only from the hosting company or your local provider itself, like if a fiber connection is cut right in the middle of the ocean then multiple providers across the globe could be affected by this. The internet is complicated and very complex.
