   Hi!
   2 Runes -> 1 Higher works for me only up to dol.
   If I try it with dol or any higher runes it doesn't work. Have I missed something?

   Hello, your character is most likely a non-ladder one and it was created before the ladder reset that was announced here so you will need to create a new ladder character.
   The mentioned cube recipe works only for ladder characters as you can read here http://classic.battle.net/diablo2exp/items/cube.shtml
